AIRPORT CONSTRUCTION FEE EFFECTIVE ON 1 AUGUST 2016

Airport Authority Hong Kong (AA) today announced that the airport construction fee (ACF) will be collected on air tickets issued on or after 1 August 2016.

Airlines will collect the ACF from departing passengers, including origin-destination and transit/transfer, at Hong Kong International Airport (HKIA) when air tickets are issued. Tickets issued before 1 August 2016 will not incur the ACF.

The ACF is collected to fund the 3RS expansion. The charging rate (attached) will depend on flight distance, ticket class, and whether the flight type is origin-destination or transit/transfer.

The ACF for short-haul departing passengers flying in economy class is HK$90, while the fee for short-haul passengers in first/business class is HK$160. For long-haul passengers, the fee for economy and first/business class tickets are HK$160 and HK$180 respectively. The ACF for short-haul transit/transfer passengers in economy class is HK$70. It is expected that about 70% of passengers departing from HKIA will pay an ACF of HK$90 or less.

The ACF collection will remain in effect until all borrowings related to the 3RS project have been fully repaid. The charging rate of the ACF will remain unchanged throughout the collection period.

Initial reclamation work for the 3RS is scheduled to start on 1 August 2016

Flying distances 
“Long Haul” – North and South Americas, Europe, the Middle East, Africa, Southwest Pacific and the Indian Subcontinent 
“Short Haul” – all destinations other than Long-Haul destinations 

Ticket classes 
“First Class” or “Business Class” 
“Economy Class” – all other classes of travel, including “Premium Economy Class” and standard “Economy Class” 

Flight types 
“Origin-Destination” – passengers originating from HKIA 
“Transit” – passengers arriving and departing on the same aircraft under the same flight number without passing through arrival immigration control at the Airport Area 
“Transfer” – passengers arriving and departing on the same day (within 24 hours), on different aircraft and under different flight numbers
